This is an expected behaviour.
If an RM Unify establishment is federated to a domain in Google Workspace and a password has been set on a user's RM Unify account, there is one-way user password synchronisation from RM Unify to the user's linked Google Workspace account. In this scenario the passwords are securely encrypted, so Google Workspace's password monitoring tool is unable to determine the complexity of the password. It therefore reports the user as having a password length of 0 (zero) and no password strength.
If an RM Unify establishment is federated to a domain in Google Workspace and a password has not been set on a user's RM Unify account, then there is no one-way password synchronisation, as RM Unify does not have a password to send. If the Google Workspace account already exists, the current Google Workspace password still applies. If the Google Workspace account does not exist, Google Workspace creates the linked account and generates its own initial password for the user. In both cases, the password monitoring tool is able to determine the complexity of the password and will report the user as having a password length greater than 0 and an appropriate password strength.
Note: The password length and strength reported in the password monitoring tool can change depending on the source of the user's most recently received password. This is because Google Workspace users provisioned from RM Unify can still subsequently reset their password directly in Google Workspace. When this is done, the password monitoring tool is able to report on the complexity of the current password.
