How to prevent users creating Microsoft 365 groups in the Microsoft 365 tenancy

Symptoms

Users are able to create groups, including private groups, in Microsoft® 365™. But you wish to limit this only to specific users or groups of users. It may be that you do not want your Microsoft 365 users, particularly students, to use this new functionality or it may be due to concerns about the groups being used for anti-social behaviour such as bullying by exclusion.


Cause

By default, all users have the ability to create new Microsoft 365 groups from the Outlook app.


Procedure

You can control who has the ability to create Microsoft 365 Groups.

The following Microsoft article gives you the steps to turn off the ability to create groups in all Microsoft 365 services that use groups: Outlook, Planner, SharePoint, etc.

Microsoft Teams is also a part of Microsoft 365, which means that a Microsoft 365 security group set up to limit certain users from creating Microsoft 365 Groups will carry over to Teams, as per this Microsoft guidance.

Only the users who are in the dedicated security group that you create as part of this procedure will be able to create groups or teams in these apps.
